DEBEQUE
PLANNING
COMMISSION REGULAR MEETING
JANUARY 5, 2009

The Planning Commission of the Town of DeBeque held its
regular monthly meeting at 7:00 p.m., January 5, 2009, in the Community
Center, 381 Minter Avenue, DeBeque, Colorado 81630. Present were the
following:
Chairman: Dale Rickstrew
Directors: Pat Curtis, Wayne Balderston, Brock Rigsby,
Doc Hansen
Staff Present: Bruce Smith, Shirley Nichols, Diane
Rickstrew
Also present Karen Latham, Shanelle Hansen, and Wayne
Klahn.
CALL TO ORDER AND
ROLL CALL:
The meeting was called to order at 7:00 p.m. by Mayor Rickstrew. Roll was
taken, and all were present.
Director Curtis made the motion to approve the minutes
from the previous meeting. Director Balderston seconded the motion. All
voted yes.

DISCUSSION ITEMS
Fleisher CO/Wilcox is in the process of purchasing
Carter Elliot’s 36 acres across the river. They are looking to annex into
the town and develop the property.
Lallo Investments/Gazelle Transportation. This company
is Ace Trucking. They have purchased the property adjacent to the Vaughn
property.
Old West Oilfield Services’ representative was out of
town and not available for the meeting. They want to continue with the
annexation process, or start over. Mr. West wants a better deal than the
town offered him the first time.
Arc Tac owns the property North of the ball field. They
are an oil and gas field support company. Although the town has not
received an application, they are interested in zoning and annexing.
Cameron Wilcox took the floor, to introduce Fleisher
Wilcox Co. They are a development company with offices from Rifle to Aspen. They hope to
be closing on the Vaughn property in the next few months. They want to
annex into town and subdivide later. They are looking for input from the
planning board, as to what the town wants to see on the property. Their company will be doing the site work
and developing the property probably into commercial. They will develop the property and then
sell it. There are 20 acres on the
East side of 44 Road, and 15 acres on the West side.
Director Curtis explained about the Wild Horse herd, and
the history surrounding
DeBeque. She would like to see art work, historical monuments
etc, reflecting this.
The Development will be called Gateway. The Town owns the property West of this.
The property could be accessed through the Gateway project. An intersection
of streets might be necessary in the future. The initial map shows different sized
lots. The lots fronting Roan Cree Road should be zoned commercial. The
other lots could be mixed zoning.
Director Hansen asked if once the infrastructure was
done the company will sell the lots.
Mr. Wilcox answered that was their intent.
Mayor Rickstrew commented that it is a good plan. The
project is close enough to the interchange, and to town to support
commercial building.
Mr. Smith commented that according to the map lot one
will not work because there is no access. Mr. Wilcox stated that lots one
and two could be combined if someone needed that much property.
Director Curtis suggested that they look at The Town’s
drawings and comp plan. She also asked to see pictures of projects that
Fleisher and Wilcox had been involved in.
TOWN MANAGER’S
REPORT
Mr. Smith reported that Jim West (Old West Oilfield
Services) is moving forward with the annexation process. He is asking for a
better deal. Mr. Smith is willing to revise the agreement as long it
follows the ordinances etc.
The zoning has not been figured out yet. Mr. West wants
to subdivide. Possibly nice homes along the river bank, and commercial
along 44 Road.
PUBLIC CONCERNS:
Wayne Klahn spoke about the truck traffic on Minter Ave.
The popular opinion is that the trucks should not drive on Minter at all.
Mark Austin suggested that the code needs to be changed
on the frontage road. The Town needs to make sure that screening, tree
planting and general landscaping is addressed.
Bennett Boeschenstein and Elizabeth Roland will be
working with The Town, as planners.
They will be amending the comp plan, to include pictures, and
generally making the plan look better.
